The Watcher is an ordinary human who likes to watch the stars from Watcher's Cape. He wishes to see a shooting star. This comes true when Amaterasu draws one in the sky. The Watcher then wishes to reveal the Whirlpool Galaxy. After this he tells Amaterasu that his only wish is for peace in Nippon and that it is up to everyone to make that dream a reality.
